Save the Children – Philippines and CRC Asia hold Information Sharing on Public Investment in Children

On 12 January 2017, Child Rights Coalition (CRC) Asia and Save the Children – Philippines (SCP) jointly gathered child rights groups at the SCP Luzon Program Office in an information sharing on initiatives and plans in advocating for the realization of the United Nations Convention on the Rights of the Child (UN CRC) General Comment 19: Public Spending for the Realization of Children’s Rights (GC 19). The activity was participated by representatives of Alternative Budget Initiative (ABI) thru WomanHealth Philippines, Norfil Foundation, Inc. and the United Nations International Children’s Emergency Fund (UNICEF).

Insufficient, inequitable, and ineffective public resource mobilization, allocation, and spending hinder the realization of children’s rights across the globe. In June 2016, the UN Committee on the Rights of the Child adopted GC 19 which spells out the obligations of the Philippines and other State signatories to the UN CRC in the implementation of Article 4: “States Parties shall undertake all appropriate legislative, administrative and other measures for the implementation of the rights recognized in the Convention…to the maximum extent of their available resources.”  Civil society participation in public investment in children will help the Philippine government in ensuring the inclusion of child rights perspectives in formulating policies and planning for programs and services that promote and protect the rights of every Filipino under the age of 19.

As regional coalition, CRC Asia works internationally with civil society organisations in order to assert local advocacies of the Philippines and other nations in Asia to international governing bodies that submit reports on the status of States’ compliance to UN CRC and other international treaties.
